Independent review finds Cricket Scotland institutionally racist

An independent review has found Cricket Scotland, its governance and leadership practices to be institutionally racist, and recommended them to be placed in special measures by Sportscotland, Scotland's national agency for sport.

The investigation, completed by Plan4Sport, found that Cricket Scotland failed in 29 out of the 31 indicators of institutional racism. As many as 448 examples of institutional racism were listed in the review, which in turn was commissioned after 30 allegations of racism were made by Majid Haq, Qasim Sheikh and others starting November 2021.

Yesterday, the entire board of Cricket Scotland had resigned ahead of the publication of the report "Changing the Boundaries". The findings there have been described as a "wake-up call for Scottish sport".

The report also found that Scottish cricket allowed "racially aggravated micro-aggression" to flourish for individuals who did raise their voice against racism. In addition to that, the review unsurprisingly found inconsistent mechanisms in place for dealing with incidents of racism, poor diversity in top to the bottom of the hierarchy, lack of transparency in selections and lack of anti-racism training to name a few.

"The reality is that the leadership of the organisation failed to see the problems and, in failing to do so, enabled a culture of racially aggravated micro-aggressions to develop," Plan4Sport's director Louise Tideswell said. "But I also want to add that whilst the governance and leadership practices of the organisation have been institutionally racist, the same should not be said for cricket in Scotland. There are many outstanding clubs and individuals delivering local programmes which truly engage with diverse communities."

Sportscotland will effectively run Cricket Scotland until October 2023 but a new Cricket board must be put in place by September 2022, and consist of 40% male and 40% female with at least 25% from the ethnic minority.

"The racism and discrimination that has taken place in the sport that we all love should never have been allowed to happen, or to go unchallenged for so long," said Gordon Arthur, Cricket Scotland's Interim Chief Executive Officer.

"I would like to again issue a heartfelt apology to all those who have been the victims of racism and discrimination in Scottish cricket. We recognise the impact this will have had on individuals and their families. We hope the report provides them with some reassurance that their voices have been heard, and we are sorry this did not happen sooner.

"This report is a watershed moment for cricket in Scotland and taking its recommendations forward is the top priority. It's clear that significant cultural change must happen and it must happen quickly. The immediate priority must be to get the independent referral process agreed and implemented so the investigations into the referrals can start.

"We are resolute on building and fostering a culture of inclusivity within the sport of cricket where racism and discrimination of any kind is not tolerated, where everyone is welcome and has access to equal opportunities. We must address the past, repair the sport and ensure history does not repeat itself and we will need everyone's commitment to make this change happen."
